PCSO Andrew Seston,44, called for back-up after getting into an argument with motorist Irfan Mehrban during a routine stop outside a school in High Wycombe, Buckinghamshire.
But when his colleagues arrived they suspected the offcier had been drinking and breathalysed him.
Seston was found to be twice the drink-drive limit and arrested at the scene. He later admitted sinking two bottles of red wine the day before.
Mr Mehrban, who uploaded the footage he recorded on to YouTube this week, said he had just picked up his son when he was stopped.
